Giulio Ruffini was a famous Italian graphic artist. A student of Luigi Varoli, he was born in 1921 in Bagnagnavallo (a municipality in Italy, province of Ravenna). He actively worked in graphic techniques in the directions of realism, modernism, and surrealism in the second half of the 20th century. Giulio Ruffini's works have been repeatedly exhibited at auctions. An exhibition of his works was held on the ships of the Azov Sea Shipping Company in the early 1980s. Afterwards, several works were donated to the Mariupol Museum of Local Lore. He died in 2011 in Ravenna.

In the center — two hands holding the staff of the Italian national flag with a blue ribbon. On the ribbon the letters "C.V.L." and an image of a five-pointed star. At the bottom — the symbol of the defeated Hitlerite Reich: a double-headed eagle split in two, a helmet, banners — all stained with blood.
