Yulii Yuliiovych Skakandi is a Ukrainian graphic artist. Born in 1945 in the city of Perechyn. Studied at the Uzhhorod State Art and Industrial School, majoring in art painting; teachers were Mykola Medvetskyi and Edita Medvetska. Graduated in 1964. In 1974, he graduated from the Kyiv Art Institute. Teacher by specialty were V. Kasiian. Created a series of color engravings depicting the life of Ukrainian Hutsuls; color etchings from the historical series "People's Avengers", worked on illustrations for the collection of poems by M. Tkach "Turn of the Earth". Starting in 1975 he is participant of all-Ukrainian, international and foreign exhibitions. Member of the National Union of Artists of Ukraine (1997); Union of Designers of Ukraine (2007). Honored Artist of Ukraine (from 2008); People's Artist of Ukraine (2018). His works are kept in museums and private collections in Ukraine and abroad. He lives and works in Kyiv.

The entire central part of the sheet is occupied by the figures of three girls dressed in national costumes. In the center there is a Russian girl in a kokoshnik, on the right - a Ukrainian girl releasing a dove from her hands, on the left - an Uzbek girl. Behind the girls there are figures of people dancing in the national costumes of the peoples of our country. In the background - the Moscow Kremlin. Under the image on the left - the inscription: "Great Friendship of Peoples!"
