Oleksandr Illich Mikora was a Ukrainian artist. Born on December 22, 1925 in the hamlet of Zharkevych of the North Caucasus Territory of the RSFSR, Mikora graduated from the Kyiv State Art Institute, where he studied under V. Kasiian and I. Pleshchynskyi (1957). After receiving his art education, he worked in Kyiv: from 1957 to 1961 as an art editor of the magazine "Barvinok", then from 1963 to 1974 as an art editor of the magazine "Malyatko". He was a member of the Union of Soviet Artists of Ukraine since 1970. Mikora participated in all-Ukrainian art exhibitions starting in 1968, foreign exhibitions starting in 1982, and all-Union exhibitions starting in 1985. The artist's works are kept in museums in Ukraine and abroad. Mikora lived and worked in Kyiv and died on May 5, 2014.

The composition is constructed diagonally from the lower right corner. On the stage there is a long rectangular table with people seated behind it. At the table, facing the audience seated in the hall, a man is speaking, energetically waving his arms, while the audience listens attentively. In his left hand there is a rolled-up paper. In the foreground on the right there is a chair with an overcoat thrown over the back. On the left of the image - a monogram. Beneath the image on the right there is the author's signature. On the left: “The First Congress of the Communist Party (Bolsheviks) of Ukraine.”
